I think, technically you can be a King if you are A. a male GM of the shadowdancers (never verified) and B. Leader of Celest with more then 5 villages.

Etanru was King of the Night in the Shadowdancers and merited the stature of his title. A prefix can be set to King, but the stature is based upon a self-proclamation which is usually grounds for disapproval.
