All cities/communes should pass laws which allow them to kill idiotic people rather they are novices are older members.
Each org tends to deal differently with them. In Magnagora I believe they used to kill them (not sure if they still do it). In Glomdoring you might get kicked out or killed (I think?) if you're an utter annoyance.
Celest and Seren are the most lenient, possibly because they are seen as the 'good' orgs. There people are likely just going to try and ask you politely to stop it at first, if you keep at it though you'll get -told- to stop it. Possibly end with a CDF if you keep it up.
We had a recent case where a guild member totally stepped out of line repeatedly as well, she had a go several times until people eventually snapped and she was GDF'd and lost secretary (and that wasn't an unknowning novice either).
There's also a law in Seren that forbids killing commune members. But there's no law against hexing them up.. (although it gets me yelled at.
