Not really, when you think about it.
In MA, we have lotteries and I see people buying 10-20-even 50 tickets when the jackpots get up there.
AFAIK, most lotteries don't go to the person who spends tons of money on tickets. To this date I never heard of a person who bought multiples winning a huge jackpot.

I bought 100 in each lottery, so 50k of gold. And won 100k.

I dont think the amount of tickets you buy comes into the equation really at that level, because such a large amount of people buy tickets and there are so many variables involved with the tickets themeselves and the winning combination(s). Here, there are no multiple sets of numbers that make up the winning combo, just one. That simplifies things a little. And the fact that Shamarah won, one of Lusternia's most popular players, that adds another layer to it. Lets say there are about 500-600 active lusternians ( i dont know the actual numbers ) There are I would say about 20-30 players out there as distinguished in the game as him. Its just another layer of probability. Some part of me thinks it was rigged just so Richter could lose....
