As for Threnody, it works much like chasm/soulless. If I do -anything- after I play it it stops (or if the target goes deaf or leaves) - it's a one time effect not a song that hits every 10 seconds. The stun ability lasts 2 seconds and the eq recovery for it is 2 seconds.. so yes, you have 12 seconds to put up deafness or leave.
EDIT: As for willpower drain.. a simple 'Why' comes to mind quite often there (at least for me). If bards manage to 'drain' their target to zero health it dies, but a drain to zero mana or willpower alone won't scratch anymore. Especially since we can't effectively stop people from running.

Could a Cacaphone be REALLY cheap and buy 10 mules, order them all to attack someone, run in, use the willpower drain song, THEN whistle in the entourage already set to attack?

Ash, your whole little timer thing doesn't real work. One of the bard's effects are effective by themselves. Oh no, you're hungry.. eat something afterwards. The only painful thing would be the willpower loss. Harbingers have nothing. Just some bleeding which you can clot away after you go deaf again. And Spiritsingers just require you to nap for 2 seconds before waking to basicaly undo their effects.
