By the way they're twisted and the suggested lack of muscle tension, I'd say they're not. Which would make sense, since to have four functional limbs would require a double set of hips, for which there is hardly room in the vertebral column.
I am sure there is someone there thinking 'but we have arms, that makes four, maybe these come in place of its wings?' this is true, but sadly impossible for various reasons.
1. The hip joint is fundamentally different from the shoulder joint; one is encased mostly in bone while the other is pressed against a fasicle by means of ligaments to increase mobility.
2. It is biologically impossible to have a limb be half-arm half-leg, because embriological developement depends on a grid of hormonal concentrations that decides 'this is where the ear goes' 'this is where the leg goes'. therefore, a specific place on the body either developes a leg or an arm, not a leg with a shoulder joint.

I had a pitbull named Shakespeare, but he was so loveable and stupid we called him "Bubba". Never attacked anyone unless they were a threat (he did attack one guy, but he was trying to sneak into the backyard. It was just self defence!). Beautiful dog, too. Had him until I was 15 or so, then we moved and we had to get rid of him. Only to replace him with a mixed dog, who was not quite as loveable and a lot more stupid.
