Honestly, your instakill is disgustingly easy to get compared to Execute. I have to achieve heavy wounds on two body parts and then critical on one. Execute is easily interuptable. If I do manage to achieve crit+heavy+heavy, a single application of health to any of the target body parts ruins the entire process. I could even be in the process of performing Execute, but if the application command reaches the server before Execute does, it's 5 power wasted on a single attack.

Ridiculous.

If it's acting like that it's almost certainly a bug, because that's broken beyond all belief. Even if it didn't it'd be really strong. Better report that rather than posting about it. (Editing Halamir's post.)
