Excepting events, that's pretty much true (as things currently stand)-- which is the same for the first and last Glomdoring one, and was the case for the second up until they enabled the prophecy quest for each org and made that ours.

He was referring to the three Glomdoring quests, which wasn't done until now (not even Kaervas has done it and you have to type more for his honors). Not just one quest.

I only got one of them! (I almost got a second one once without realizing, but the moon phase was wrong, and by time it was right, someone else grabbed the last step of the quest. Stayed up 36 hours straight doing that stuff, too. But at least the colts got names as a side-effect of my sleep-deprived mild delusional insanity!)
