Is the Palisade system better than Ciaran's system? I've been having numerous problems with the latter.

I've never used Ciaran's system, but I love Palisade. I have edited a few minor things (i.e. changing it to use summer/tipheret, added tracking for psionics balances, etc), but for general purpose it's a very good system out-of-the-box. It used to have problems with things like pinleg/etc, but that seems to have improved quite a bit.
EDIT: I did use Thorgal's old system, then the combined system before Ciaran got his hands on it. It wasn't horrible, but I was much more pleased with Palisade when I switched. Ciaran's system may be amazing now, though, I can't really speak for it.

Ciaran's has... issues. As you're well aware.
Palisade also has issues, however. I decided to pick it up a couple days ago just to see what it was like and play around with it (I don't have the time to code my own, but I like delving through code and prodding at it).
Major Positives:
Iasmos is active, interested in hearing from his customers, will listen to complaints, and will try to get things fixed quickly from my short experience with him thus far. The system generally seems to be well-coded.
Major Issues:
I've found two major issues at this point. First was the aeon curing, which has apparently been fixed (see one of the major positives). From my testing of it with a hacked-in fix, it should be curing aeon like a charm now-- everything was in place, just needed one more completing step to tie it all together. Everything else looked completely perfect and professional. The second is... something that I'm having difficulty pinning down. The system starts "eating" commands, stacking delays in them. It doesn't lock up the computer like my old one did when it was system lag, it just... holds onto the commands and doesn't send them for 4-5 seconds (not lag, because I'm still receiving messages from the game and can see myself getting owned while I'm not curing). This *only* happens when I'm actively curing things. My working theory is that it's related to all the subs for cures, but I need to finish finals before I can delve into it (so-- if you'd like to, Zarquan, consider this a lovely task for you to play with! I hadn't reported it because I wanted to pin it down myself, but I don't have the time right now).
With that one fixed, I think that this will be quite worth the investment. You've got an active coder who makes a business out of selling it and isn't likely to disappear on you (hopefully).
Other things about it: It suffers from "creep" (that is, it has a ton of features which you may or may not use). To the average purchaser, this is a good thing-- as consumers, we're used to our products being completely loaded with stuff. The UI is interesting, not overwhelming, and can be adjusted to add in other things you're used to / would like (or it can be removed, but be aware that it can lead to complications if you're not prepared for them). For day-to-day things, I'm enjoying playing with it. It's just not quite ready for full-out combat with multiple people hitting you, in my opinion.
However, do be aware that this is the opinion of a person who has owned it for about three days now-- I'm certainly not an expert on the system yet!

Yeah, with the testversion he sent me, he had a small bug in the triggerline for aeon from wiccans, but I was able to fix that. Otherwise, it sometimes lags for me when fighting warriors, and only then, for some reason. Can be the worst groupcombat, I won't lag, only when I fight another warrior for three to four mintues or so.
On the other side, I can get a few wiccans and warriors hitting on me for less than that time, I cure like an A. I really like his system, and he takes a lot of time to help me when I ask him something, so yeah. Can only reccomend it.
