That's the DC comics for you (or even, most western comics). They like to use the 8 head construction for heroes (normal human size ranges from 6 - 7 1/2 heads), as well as define too much the muscles of heroes.

Wow, 8 head? I didn't read anything art-related for quite a few years, but I vaguely recall it was something like this:
5 heads - ordinary person
6 heads - person of importance
7 heads - (super)hero

2 heads is a baby sized character.
3 heads is a toddler.
4 heads is young child.
5 heads would be a kid entering puberty, a dwarf, or a cartoon.
6 heads is usually the teenager height.
7-7 1/2 is adult sized.
The smaller the head and bigger the body (without becoming monstrous) the more important/strong a person is (in western comics).
8 heads to even 10 heads (Collosus?) would be the superhero/villain range.
10+ is usually reserved for monsters/mutants.
EDIT: If anyone wanted to design comic characters, this is a pretty good guide to use. Head proportions can also lend the character interesting traits (Spiderman, for example is 7.5 heads, because he's leads a more 'normal' life then most heroes. Young cartoon heroines tend to be 3 heads, to make them seem more cute.)
