This system has been around for a long, long time. Stops you getting summoned into any city that isn't yours, and stops you getting summoned out of yours.
Cities and villages, tired of thugs summoning known enemies into their midsts, have recently erected a new magical defence for their perimeters. This will block all attempts to summon an enemy into their territories.
It is an exploit of a bug if you summon someone out of his city or commune into that city or commune's controlled village.
(Now fixed, obviously.)
I remember a post about only citizens being able to summon you into your city/commune, but I can't find it.
