Minister of Power got two new privs.
Listcontructs shows you what construct(s) you can build as well as their cost in power, gold and commodities. It also shows whether the construct is in progress or completed.
Commune/City Raise is what actually builds the thing. You need to have the comms on hand but the gold is automatically withdrawn from the coffers and the power is drained from the nexus.

It costs a bunch of power and comms and creates the "shell of a construct". Someone else out there might have more information, but I personally don't know what's supposed to happen next. I think we just have to wait a while and the construct will build itself.

Well, I was reading the nexus world thread a while back, when I posted the conflict quest topic. So basically, this is a form of conflict quest that really can't be done by one person alone, and over a longer span of time.
It's a way to prevent the "one person" griefing crew by someone like me with too much time on their hands who can do say the Marilynth quest by themself.
I like it, but I wish there was a way for me to affect the other city from work I do all by myself. But I suppose that's not really fair.
