Insane/OOC Language can only be use to speak novices who are definitely new to MUDs especialy RP ones like Lusternia. It will get them to understand what we're trying to bring them into the game. Using this language often will be frowned upon and greatly effect Roleplaying points.
It will look like this in the game:

You say, "Welcome (insert newbie name here)! I will be your guide for today and we will begin your basic training shortly."
Newbie says, in OOC, "Hold on, getting pretty laggy in here..."
Speak OOC
You shall now speak in Out of Character.
You say, in OOC, "Sure, I don't mind, pretty laggy here as well, they're updating the servers so yeah."
Newbie says, in OOC, "Okay, guess it's smooth now, what do I do now?"
You say, in OOC, "FOLLOW GUIDE to follow me around."
Newbie begins to follow you.
(Insert Directions here. Then they meet with lets say, Noola.)
Noola says to Newbie, "Hello there!"
Speak Common
You shall now speak in Common.
You smile and say, "Greetings Noola."
Speak OOC
You shall now speak in Out of Character.
You say to Newbie, "To speak to a certain person, just do SAY TO NOOLA, "HELLO"."
Newbie says to Noola, in OOC, "Hello Noola."
Noola says, in OOC, "New in the game?"
Newbie says, in OOC, "Pretty much, GUIDE here is helping me."
Noola smiles and says, in OOC, "Well, good luck and hope to see you play more often with us."

Wouldn't it be better as a modified private tell? There's no reason uninvolved people should be subjected to OOCness without consenting to it, and nor do I think it should be targetted based on IG location. I don't think a separate channel is advisable either.
What about something like

I'm all for OOC private modified tells. Nothing said outloud, though. I get enough blatant OOCness from the novices as it is, I don't want to have to subject everyone else to it as well.

Newbie channel is IC.
I think that explicitly OOC modified tells would be good. Explicitly OOC conversation is better than going OOC through IC communication or worse, thinly veiled attempts to bring things like lag, etc. IC.

Its an ooc tool to teach new players about the mechanics of the game, watched and supported by guides who are there to give ooc and ic advice to new players.

It's not wholly IC, it's not wholly OOC. You can't sit on NEWBIE and talk about your hamster... but you can ask about what the purple bar means on the Nexus Java Client.
Guides seem to take OOC problems to tells very swiftly anyway, so it's not really something that needs to be categorised.
I quite like the idea of a coded, specific-OOC Tell type. As it stands, there is a lot of ambiguity about what TELLs should be considered IC and and shouldn't. In a long conversation, parenthesising everything gets very dull... and if you sent someone an OOC-tell and they took it IC, there is a perfectly justifiable excuse for confusion.
I do not want to see a specific OOC channel. If people want to chat, they can go to the IRC chat room. An OOC channel would need constant admin policing and would be a nightmare. Imagine the spam. Similarly, I don't like an OOC language, because it would break immersion. Badly.

I have never understood WHY the Newbie channel is IC. The GNT channels, yes. But Newbie?? Newbie should be as OOC as a new person needs. They need a place where they can put ANY question about the game out there and have someone help them. The only people who should have Newbie on are Newbies and people who want to help Newbies and those people should expect some OOCness from the Newbies they're trying to help.

Well post their names and we'll all flame them and they won't do it again. Telling Newbies off about the use of the newbie channel should be something left to the guides.

Well I would. I would have when it happened... But he didn't remember them and since he was the source if my info I didn't have them. But it made me mad cause I'd touted how helpful everyone was and everything and now he probably won't play again. I ask him how he's enjoying it, and he 'hasn't had time' to play for a while.

Something like this would be nice. If I'm teaching a novice and he asks an ooc question I reply to it with a tell, explaining him that it's ooc. If they don't know what ooc means, then I'll explain them that as well. Only had positive reactions so far, and they quickly adapted to it and never said anything ooc in public anymore. The only drawback is that I'm sometimes confused if someone asks something ooc or ic, certainly over tells. Since some people prefer to use them ic and other ooc, I think a sort of tell for ooc matters would be really neat. Of course then tells will become ic only.

Thats just cause its easier talking one on one, the newibe channel is still ooc and can be used to discuss ooc matters if it helps the newbies.

Technically, it's for Q&A about playing the game. Not to "Discuss OOC matters that help the newbies". You can ask about basic syntaxes, or what that little "0p" thing means, but the permission area isn't all that broad.
