You are sort of getting to why you're all wrong though. It isn't bothered with because 'dattebayo' has no meaning in and of itself, if you are going by the dubbed version then stop watching the dubbed version. >_> They placed "Believe it!" in the dubbing just to cover the lag time on the animation when Naruto's mouth is still moving. It's similar to what happened with Inuyasha. Kagome says "Sit boy!" (dubbed) or "Oswari" (subbed). Whereas Oswari translated means "sit" not "sit boy". The 'boy' was added on to cover additional mouth movement from Kagome.
The way the Japanese language works, words may be tacked on to the end of sentences, or parts of a word can be tacked onto the end of a verb in Naruto's case most of the time (verb-tebayo!). This gives the way the phrase is said a very different meaning. (Of course it's not really the -end- of the sentence either, because the way sentences are pieced together are different in Japanese Vs English too, but I'd really not rather get into that because it doesn't have much to do with this topic.)
Where as in English, different people might say:
Hello sir, how are you today?
and
Hiya bro, what's up?
In Japanese different sounds are tacked onto the end of words to give them different meaning Zenji-kun (when he was a Seeker of the moon, talking to another novice), Zenji-sama (when he was minister of power, talking to a serenwilder), and Zenji-sensei (Now if he was teaching a novice) are good examples when names are involved. Though that demonstrates popular endings that change the way the word is said, it’s not quite the same.
Naruto does not speak very well, this is further hinted at when he messes his words up. In one episode he asked Hinita *roughly translated* 'Do you want to go out with me?' instead of what he means 'hey, can you come over here a second?' This is a bad example because it's taken from an Anime-only part, however it happens other places, I just don’t want to go searching for them at the moment.
Mainly Naruto speaks very informally, and very roughly, he isn't cultured, and isn't schooled. He essentially raised himself because of having the 9-tail in him, because of that he speaks either with a sort of accent, or more accurately he speaks very brashly. One word on the end of the sentence changes the meaning of ALL of the words in that sentence slightly, rather then having a meaning itself. Sort of, or at least that's the best way I can explain it.

Well the first part of the first episode is a flash forward with Sai and I think they showed yamato too, it was hard to tell, anywho they had to make it stand out and extra spiffy someway. I can't wait until that part, I mean the whole thing with gaara is nifty, but the real action is a bit later.
