Sanctuary does need to be changed, at least a little. Perhaps set it to turn off after a certain amount of time, so you at least need to be at your computer to hold sanc in a location?

It's just because there's good competition. I'd need someone to attest to it, but I believe a win occurs when one org gets far enough ahead of the others.

I agree, Sanctuary needs a retooling. While I respect, and like, that an attempt is being made to include events that are not simply wars, one should not simply be able to lay down sanctuary, and be completely free from combat.
One idea would be to set some requirements in place for calling sanctuary: like having to be at full health and mana to do so like vitality. I would also agree with a time limitation on the sanctuary.
Even better: simply make it so that if the caller of sanctuary leaves the room, the sanctuary falls. This would introduce a new strategic element to combat as well.

I missed that in the help file, but I'm not sure of implementation. I wasn't able to personally see any sanctuary fall as a result of a person leaving. I may be mistaken, though.

It's not an instant-kill.
It's a skill that removes someone from the fight with a chance for an instant-kill later.
That's not to say that I don't think wiccans should get an insta-kill-- they should-- but toadcurse itself is not an instant kill. Nor do I believe toadcurse itself should be.

The Wicca who cast it, or another Wicca with toadcurse. For city curing, maybe an ally could 'scoop' up a toad, and give him to a supernal/demonlord, and they would reverse the curse?

Oh, I know it's not meant to be an instakill. The latter part of my original statement was just venting.
I love the flavour of Toadcurse (over, say, absolve or wrack), and am quite happy with it staying the way it is.

Lasting hours would be nice... or atleast maybe 15 minutes. But I think the cure of being kissed should stay.
