Why not just have the abilities that a sword-and-shield class would have work with a lower number of wounds?

Because then everyone would go sword/shield and still dual wield.

I had ideas to make it unfeasible for a sword/shield class to dual wield weapons but yeah, the whole point is moot when considering anything more than one on one combat.

Shields have very much been used as weapons throughout time.
One solution could just be to increase the damage/wounding that a sword&shielder deals. Not to the point of a two-hander, but quite a bit more than a one-hander. On top of that, speed up their balance recovery, since they're not using both hands. With the right increase in wounding/damage in addition to the right level of speed increase, you shoould be able to find a balanced balance.
On top of that, give them attacks that can only be used within a short time-frame after an opponent parries or dodges or the sword&shielder misses. These attacks would use the shield, and could stun, prone, break limbs, or give certain afflictions depending on wounds. Also give the sword&shielder the ability to feign a hit, aiming in such a way that their opponent has 100% chance to parry or dodge. However, if they feign towards a parried location, they may face a shieldriposte and such, which wouldn't be particularly nice, but if they aimed correctly, they'd allow themselves to strike with their shield at will, allowing a more reliable set of tactics to be formed.
