My theory is that Sylar's power works exactly the same way Peter's does. Killing people is just his messy little psychopathic ritual he has to undergo in order to "unlock" a new power, but that is purely psychological. Has his "figure out how things work" power been ever shown on-screen? For real? The watch-making thing certainly does not count.

What Verithrax is saying is that he may very well have their powers, but he doesn't know how to use them. Peter had the power to fly, but he couldn't just automatically fly. That's what the whole Claude+Peter arc was about, Peter figuring out how to unlock and use his powers. Sylar and Peter could have identical powers, but rather than having an empathy like Peter, Sylar has a more analytical process that he needs to wield the power.

I remember the writers saying he had to eat the brains, but they didn't want to give indications of that on the programme 'cause they thought it'd be too cheesy.

I wasn't suggesting that it was a requirement of his powers as they were, but a requirement of his powers based on his personality. When he was fully him, it was his empathy that unlocked his powers--he thought of the people to control the powers. When who he was changed, so did his power.
And apparently Shiri ended the idea anyway, and Sylar eats a bit of the brains to assimilate the DNA. Mystery solved.

As far as I can see, all the signs pretty much point to him using his intuitive aptitude ability to see how the brains of people with the powers "work", and mimicking what he learnt for himself. He even put on those watchmaker's glasses of his when he looked at Brian Davis's brain.

It could be though that since it isn't innate in Peter, that it isn't as persistent. Like, maybe Peter's DNA doesn't change to create the powers, but rather whatever his power is can simple replicate the effects, so, once his blood leaves his body, it doesn't actually have the DNA-markers for regeneration. It makes sense if Peter's power is maybe specifically brain-based, so that once the blood is out of his system and his brain can no longer stimulate the regen, it poofs.

As for Hiro...that is one pretty damn villainous punishment. Seems like it'd be a lot more heroic to put him out of misery with the sword/bullet through the brain thing...
