No, it's not frowned upon. There was a bit of discussion on TMS about vote reminders, and it was agreed this was fine.

If you voted, you should just get the normal 2 per day that everyone gets. TMS's rules state that if we send out a global message like that, everyone has to get it regardless of having voted.

This was posted during the tip spam thing, when the tip was going off over and over and over, slightly before the announce saying to stop fretting about it.
