I find it very doubtful that Bush has any intention whatsoever of implementing any climate change policy. This is just a token move to keep the Europeans off his back while he can stealthily keep up his little oil industry orgy going for another year and hopefully retire with the American right still giving him kudos for his job (As is standard practice with those people... see: Reagan, Nixon, Bush Sr., and pretty much every Republican president after Lincoln)
