Hajamin once explained it to me like this:
Managing director of a massive IT company walks up to the chief coder and says "I have this project and I need it done in a month, how long will it take you to finish it and what quality will it be?"
The chief coder looks at the project and says "That would take me about six months to finish and I think it would be reasonable quality."
"What?" the managing director says "That's just way too long, how long would it take you if I gave you 10 coders?"
To which the chief coder replies with "Then it would take about a year and the quality would be mediocre."
"Very well," the managing director says "you shall have 100 coders."
The coder smiles and says "Then the project will never be finished."

When I became GA of the Blacktalon, the posting by Viravain about Crow Had yet to even be posted yet (If I remember correctly) I had nothing really to go on, Bau was MIA most of the time, and Arilyon was ill. I was just thinking to myself "Hey, dont they have to kill a baby to raise Crow, I'll create this idea of crazy, sadistic, baby kill machines!" Which for some reason made me think of the Book of Revelation from the Bible hence came The Docet, and the idea of utter destruction of everyone else and Famine, Pestilence, and Plague (Meh.. its been a moment so I dont remember correctly) From that came the Seven Wraiths. All in all it was a very time consuming process which involved much trail and error ( I worked in a library so I had nothing else to do) and most people dont have that much time on their hands.
Where the hell was I going with this, oh yeah.... this notion of bard guilds being all bleh because they werent given an identity is poppy cock. Though once the post about Crow came out, it did make things a whole lot easier.
And as Xavius stated most of what I originally started out with before I started out with is gone, because it was just me and if one person does everything and that person leaves, you can bet your kittens it wont last that long. Though a good enough portion of what I started remains so that I dont feel like it was totally worthless.

The key issue I see with this discussion is that the line between Bards problems in mechanics and the problems in culture/RP is very blurred in some ways.
Bards need changed in the context of PvP and their skills etc. A complete revamping is out of the question. But a complete rethinking is possible still I'd say. I know nothing of Bard combat so we'll leave ideas to the professionals.
I think the notion that the culture/RP is more integral then the mechanics is though true to an extent overused to blame the Bard guilds for their 'failure'. Bards do need to become more relevant in a cultural aspect, but that has little baring on their skills or vice versa.
As far as Admin guided RP in regards to the bards.. it could be a small nuance to give the players guidance in which way to go. Or.. we could have some huge event that -makes- Bards relevant to a city/communes success. And being entertaining just won't cut it, that's a key aspect of the guilds sure. But they need some rooted worth in the strength and makeup of their organization... On a very bare bones level.
The trouble in doing that is drawing in and including the bards without putting off the other Guilds. Which is where a key problem is.. I think if Bards are to become an integral part of the organizations it's going to take as much help and mutual understanding with the other Guilds as it will effort and fresh ideas from the bards.
That is: Bards contact the various people of the other Guilds and have group discussions (hopefully in OOC context for ease of forward gain) about things they can do together, as a commune/city to bring the Bards into the fold. It can't be just the Bards knocking on the door asking for entry. Once a layout and understanding between players is had they can work as a group to form the RP around their goals.
Right now, it feels very much like the Bards are outsiders and are working as a single entity in getting their orgs attention and focus. When they should be going to their peers in the city/commune and working with them on the problem to become 'invited' into the fold as it were, rather then simply trying to unfbump their way in through Guild RP.
