However Serenwilde's been around as a commune since long before the Taint Wars, while Glomdoring has been a commune for what now, 30 or 40 IC years? I think there's our IC justification for the commune's whole population being player characters and important plot characters.

Besides, Celest and Magnagora also don't have any regular citizens that aren't quest pieces; the beggars particularly barely count as "citizens".

ETA: Actually I forgot the Viscanti noblemen, but they don't wander around, and I think there's some quest use to them... right?

Yes and no, there are a few viscanti nobles that aren't tied to quests.

Urgh, there is an annoying mutated mushroom under the Black Tower. Killled me countless times when I was a newbie.

This huge fungus stands a good six feet tall, and is endowed with large fists
and legs. The creature has no visible facial features, except for two glowing
eyes sunk into its cap. A greying skin peels from this monsters surface, and it
leaves small flecks as it passes. Veins of black run through the mushroom's
trunk and limbs like twisted veins. The creature moves with an awkward limp, as
if it has been imperfectly formed.
