Ah, and to compare those 60 new positions I mentioned. The basin currently has 84 such positions, you'd almost be doubling the number.

Making them villages would be awesome. I mean, you can still go live there if you want, but you need a lot of people to start a city, even IC, so it would make sense.

Personally, if the cities are not destined to come back "soon", I would like to see more plots around their absence and hints as what might come. For instance, a few Vortex creatures might be found trapped in an Aetherbubble, Fire or Air elementals might invade, an aethership containing a piece of the matrix escaped and docks at the Aetherplex, or perhaps one of the cities could come back, for a day or two, then disappear as the stabilization field faded and Paradox took hold once more.
Y'know, it would help for the following reasons. I am not a beleiver of the argument that you can't open a new place untill you have more people, however I would just like to point out the numbers.
For each city released, you need 5 guild masters, 5 champions, and 5 Admins. Then you need 1 City leader, and presumably 7 ministers, 10 under secretaries, 10 secretaries, 10 protectors, and 10 secuirty members.
So thats, 56 people. (ofcourse some of those people overlap, but thats what it is)

While you need the officials as well, you can have a guild or org without members, for every official in the city, you would probably want at least 10 semi-active members for them to lord over.

Yes, I think it wouldn't be a good idea to bring it now. I dont think I want to feel being the only person in a guild because everyone's dispersed in other guilds. I quit Imperian because of it. Its not enjoyable to play when you're left all by yourself to lean things alone and with no one to talk to.

Not to mention that if they were brought back, RIGHT NOW, you'd have people like me, or Bau (ugh) swarming over every leadership position humanely possible until you had a completely dysfunctional organisation that'd need to be ripped up by the gods and restarted. Maybe we could pull an Aetolia and create a new world with Gaudi, Halli, Ackleberry and one other random org. Aetolia was originally a direct spin-off of Achaea, was it not?

hmmm making the new cities villages, can we say village idiot? ,all Im saying is that we have a large number of people waiting for Gaudiguch that's not even within the supporting clans. if We can finally have a home the basin would feel a lot more complete. Techenechly the lost cities are supposed to be at war with each other, but I doubt they will start fighting each other right off the bat, allowing a moment of time to let each other grow.

Also, I think that it'd be all kinds of fun if they were like super villages. They would have just been let out of being frozen, and the world has changed around them... They'd be susceptible to influence, perhaps (though, they'd naturally want to side with Celest).

Gaudiguch and Hallifax are the biggest mystery of Lusternia (along with Fain and Lisaera past relations ) and I wouldn't want it to be prematurely uncovered without enough preparations to make it a milestone event. I am sure administration knows how to make things right though.
Even then, story has to progress. It's like in good shows, once in a while there needs to be an advance which gives some answers, but probably also rises more questions. Therefore, in my opinion, we should eventually get something nice related to those two lost cities.
One idea I like is just to make them re-appear, ruined, with no citizens or organization. A piece of information along with some hints left to give room for speculations (broken, but still somewhat functioning Matrix, some old, mad, cryptic survivor). There would be quests, maybe elemental planes would be opened too, as wild and unpredictable bashing spots.
It would still leave room to restore them as playable cities (even though it seems hardly possible even years from now). Making them NPC filled, functional cities, influenceable or not, seems to me like getting a closure on the cities story arc, and I really don't like that idea.

We actually have something out I don't know if you seen it or not but it's called Mount Zoaka , it's east of Gaudiguch a bit up into the mountains. For all I know Zoaka is alraedy deemed Gaudgiuch enough to wait another 80 in game years before they see the light of day.
