Exactly what it is. Allows people to see the stock, stock price, dust trading cost of every (or maybe just some) gnome ship out there, allowing people to save 75% of the time spent in aetherspace scouting out ships and prevents them from being ninja'd (pirate'd?) by other vessels.
Maybe make it usable only once every RL week or IG year to prevent excessive accumulation of wealth?

Almost all the challenge of aether trading comes from the fact that you must hunt around for a good deal, predicting where all the ships are going to be, etc. This artifact would remove all the difficulty and turn aether trade into a simple "Kill X, Collect Y, Sell to Z" routine. Additionally, it would heavily imbalance the trading in favor of those with this artifact. While a person without the artifact must hope to stumble upon the best deal as quickly as possible, a person with the artifact would be able to go straight to the best deals and take them before anyone else could hope to find them.

I think it would be fine if it just showed you the prices and such but not actually show you exactly where the ship is at the moment.
