What levels are there in Critical Hits:

A weak male voice...

World-Shattering Critical (x32)

Not sure about shouting, pretty much everyone has enough discernment to see the names of the people

Shouting should probably be in a help file somewhere.

60-64 A powerful male voice resounds, "Blah blah blah."
65-69 An indomitable male voice resounds, "Blah blah blah."
70-74 A Herculean voice booms, "Blah blah blah."
75-?? An overpoweringly strong male voice shouts, "Blah blah blah."

From the artifact runes help file:

Level 50 persons get critical hits about 1.6% of the time; at level 65 this rises to 6.4%, and at level 80 it rises to 16.6%.
