I was defining inactivity as when the system shows you being inactive or dormant--you have commands to see who's not been active in a city/commune, guild, or clan.

I never said my solution was a good one, I was just putting ideas out there. But, the weighting with my vaguely suggested solution would be more like, you'd have 2.7 votes, Daed would have 2.6, Kaervas would have 2.2, the other people who actually PLAY the game (but don't log in more than like, an half hour a day on average) would have 1.5-2, someone who logged in just five minutes last week would have 1.2, someone just now logging in for the first time in two OOC years would have 1.
The idea would be that the average voter would have 2 votes. Highly inactive people would have 1.5. Inactive people would have 1. Very active people would have 2.5. Absurdly active people who play over 16 hours a day every day would have 3.

Dunno who did it against you, but Annabelle did that at one point on one of his alts. Hrm, someone else did too... I can't remember his name right now though =\\ Was it an alt of Faytte or whatever?

I don't like most of these ideas.
I think that if someone is inactive, they can't vote. They put in a certain amount of hours to become "active" again, then they can vote.

Perhaps it could be based around the XP Rankings? You know, the whole "people not being ranked once they're inactive, and then being ranked once they're active again" deal. (And no, I haven't read the rest of this thread, eheh.)

Require 2 ~ 4 hours of activity in the last 72 hours to vote. Thus people who've just came back can vote, but people who are just logging on once to vote can't.
Also, we should use instant-runoff or have runoff elections. Plurality votes aren't fair.

Its a problem without a solution. If you require a certain amount of hours of activity before being able to vote then you actually just compound the problem. Doing that just gives the challenger time to get their friends all logged in and ready to vote before they contest.

I wouldn't mind if we got people to come online into the game and play for two to four hours every time someone tried to cheat at an election. It's the closest implementable objective measure of "activity" I can think of.

If you want to keep voting privileges to "help your friends" there's nothing that keeps you from logging once a month for 30 minutes of AFK, then go back to sleeping. I probably log in at least so often just to check who's around or read news, and if there was a vote right now I wouldn't have any IC idea of who to vote (because half an hour a month just isn't enough to be informed in game I think).
On the other hand, if you use the dormant thing, maybe I am a very active player who went afk for a month (holidays) and when I come back I see an election. I know the characters involved (as I was very active) and could make an informed ic vote.
Maybe just issue the people who do that and let the admins deal with them for gaming the game?
