On the other hand, if you use the dormant thing, maybe I am a very active player who went afk for a month (holidays) and when I come back I see an election. I know the characters involved (as I was very active) and could make an informed ic vote.

Maybe just issue the people who do that and let the admins deal with them for gaming the game?

How do you issue someone who logs in for 2 seconds, votes, and logs out? You don't even know they're there.

And unless someone provides a convenient AIM log it's pretty difficult to tell who's getting people to do it for them.

Or even *if* they're actually getting people to do it for them, or there's just a surprise surge of inactive people suddenly appearing to vote, and vanishing (as I kind of have the feeling that not all of them actually do involve someone requesting it). In this latter case-- who can you really punish? It's not either of the contestants' faults.

Well, in the case of the Hartstone, it seemed to happen quite a lot. As in, every damn time. Starts to really push coincidence past a certain point.
