I've always wanted to do something like that. But I think even my boss would balk at it. I have gone such a dark red that it looked maroon though.

It's not gonna be BRIGHT blue, but it'll be Blue nontheless. Something that isn't quite head turning, but still unnatural.

Most Shut-Off notices are warnings/late-pay notices, it's rarely an actual shut-off threat until you get a call or a door-hanger. If you are interested in your rights as a consumer of electricity I could probably help you, I worked there for many years. It's different from state to state, but they all share some common escape clauses and payment arrangement plans.
