That would be fun, but horrifyingly overpowered. It'd basically amount to a Veil of the Sphinx, which Estarra said would never be added in Lusternia.

It wouldn't necessarily have to work for ALL forms of scrying. The artifact thingy could still work through it, and -maybe- scent? (Since smell doesn't really seem something the wisp would do, and cities don't have scent.)

Have the wisp randomly mislead the target.

I love the idea of the wisp being a misleading type effect, but I have to agree with Shamarah. Perhaps make the effect inconsistent? Though Estarra has said no to the Veil outright, a similar but much weaker effect might be considered.

10% of the time, scry (and other locators) finds the real person.
10% of the time, scry (and other locators) recieves an image of a taunting willowisp (thus betraying its presence).
And to make it a bit more strategic, allow it to be placed on others, with a slightly lesser likelihood of working. Say... 60/25/15?
And keep certain locators immune to the effect, such as scent or other local-area abilities.

Just out of curiousity, with this idea... would it fire on the look that occurs when moving into a room? I'm not sure Wiccans need more movement hindering abilities, if so. It also seems a little unnecessary to penalize something as fundamental as finding out whats in your room.

This actually sounds like an interesting idea. All of the afflictions are interesting and useful, but don't provide too much synergy with other wiccan abilities. I definitely would NOT want blindness to hit on looking - that would be annoying as hell in group fights when trying to pick a target.
The only problem I can see with this - would these stack in group fights? Having 5-6 MDs in a room means you could end up with multiple afflictions off of one look, which seems like too much. Amnesia+dizzy+off-eq in a group fight means you're in trouble. Also, scrying could be almost a guaranteed blind if you scry anyone standing at Mother.
