Bear in mind you're talking about Aetolia. I'm pretty sure that Reanimation is still buggy, and that was the only game I could ever beat people without buying credits.

It's not about making a PK or non-PK choice - It's about making giving very active playerkillers an incentive to be more active, and to take risks.
And the issue is (Or so I'm told) bashing areas, especially for higher-level folk, are always bashed out. Alternate ways of gaining experience help with that. Even more if the amount of people they can support grows with the playerbase.

If your higher level areas are bashed out all the time, either you're not looking in some of the right places or you just don't care at all that there's so much more to do in Lusternia. Seriously, when you're done killing everything you can find, how about you take five minutes to have a conversation, go shopping, do a quest... ?

Besides what Zarquan said, this isn't actually so much of a problem since the Undervault has opened. I rarely see other people hunting the illithoids at all, and even when they are there are plenty to go around.

Agreed, Undervault is a nice play to bash, it just kinda blows that it's considered Prime, so dying is a pain. But I guess that's the risk: praying in Undervault or insanity in Astral.
And giving active PKers more incentive to take risks... you'd have to reduce the risks in the first place. Planar defenses, shrine powers... the offensive has major disadvantages most of the time. Well, unless you have a zerg army and your numbers >> theirs.
