Made of a soft, light material that is cool to the touch, this cloak has been
woven to cover the body of the wearer with a splendor of shifting shades. Though
it bears the overall colour of grey velvet at a distance, the startling changes
in hue along the length of the cloak cannot be accounted for by mere alteration
in lighting. Sudden splashes of turquoise are bounded by subdued patches of
green, next to vivid dashes of crimson and violet. The colours slide and flow
into one another, dazzling the eye so that the viewer has trouble focusing on
anything else.

Just means you have to get the necessary number of credits to pay for it, by hook or by crook. Trading in artifacts (your choice) is the expected method, but I think getting them another way works too. But there's probably a time limit.

No, they're not holding your artifacts ransom. You have have to either trade in an artifact for credits, or buy credits IC or OOC to resolve it.

EDIT: I think the time limit is a year, too.

I think it was wierd that she didnt have to resolve her auction, she just got the arties without having the bound credits to pay for them, I wonder if they made it that way just recently. I know when I got my last artie, I think it was one of the cups, that I had to make sure to actually auction # resolve.

I didn't have the credits on hand for either of my wins, so I didn't get them until I came up with the credits, and resolved the auction. Simple as that.

The issue, as pointed out in another thread, was that we got them first, before resolving

And we also got a very scary message to pay up!
