No, the mechanics weren't really rewritten-- the impact of stats on *all* aspects of the game was changed, so everything was similarly affected. Dexterity was modified just as much as strength and has the same relative impact. In essence, there is no change to the formulas themselves, just the multiplier being passed in.

Dracnari wouldn't make bad bards. Charisma doesn't have much bearing on bard things, and you get +2 from bardicpresence while you're a novice. Lucidian cha is worse than dracnari cha and I do just fine.

Dracnari are a mid-tier race. They are decent in several classes, but if you want top-notch performance (because, for example, you seriously want to engage in PvP), then Dracnari only make good Celestines.

And Dysolis - every race is better than a Dwarf. Poor dorfs got the shaft here. At least I still have my Dwarf Healer (from ADOM, a roguelike), whose wounds close and disappear seconds after being dealt, all naturally with no magic involved, and who eats the corpse of every creature he fell, undead, kobolds (sickness!) and orcs (dwarves are too proud to eat them) excluded.

Don't forget about rabid dogs. That kills you in only a few turns. Dorf fighters ftw, incidently. Wub for Adom, and Jade needs to come out.
