Really? Which character?
Also, vision cards help and looking at the list of spheres can give you ideas as well. Your character really doesn't need to be overly complex/powerful/epic/interesting to play. He could just be a simple mage that worked on the streets of Roundwater or the daughter of a Priestess who uses a staff.

Well, hm, you could make up your own gods once you don't have concrete "proof" that they existed, I would think. So, "She worships Random, a nature god of the wind." wouldn't be a problem. Cities, yes, I would think.
I mean, most of this stuff you should just write and Gwylifar would comment on it, tell what is and isn't acceptable and what to edit.
EDIT: You probably shouldn't make up your own spheres though. Spheres are pretty huge, so you should be able to fit what you want in there somewhere.

Pretty much you're free to invent new bits of the world since it's a big metaverse and there's lots of spheres, provided that what you invent is in keeping with the kinds of things already present -- i.e., no worlds with cyborgs and helicopters, no worlds with huge cities that would make Everway itself look small, etc. Most of the worlds are fairly small and most of the settings are relatively primal and low-key. A world like Kulthea or even medieval Europe would be too much.
Look at the example character Mirror. There's a few elements of world background that were invented in making him -- his sphere of origin as well as a few he travelled through, the way names are thought to work, even the mythology and burial customs of his sphere of origin. That's a good idea of the kind of latitude you have.
In all, I'd say that if you've looked at the other characters and are feeling put off by how unusual and powerful and esoteric they are, don't be. We could actually do with a few people who are comparatively normal. As it stands now, you guys are going to look like the mutant subcommittee of a superhero group, and I worry that there won't be anyone who can just seem like the sort of normal person who can talk to regular folk and not spook them too much to have a conversation.

What little I'd seen of yours suggested that she wasn't even going to be the strange one by a long way. Of course, that depends on where you were going with that Harbinger thing, but my guess is your character was going to seem entirely normal to other people, but bad things were going to happen around her.
Anyway, no need for anyone to be getting defensive. The game encourages people to be unusual: you're Heroes, after all. I might like if we had a broader spectrum of kinds of heroes, that's all. The 'regular guy who happens to be able to do something amazing' hero is just as interesting as the cackling power-mad sorceror, or the one-legged acrobat ninja. Ideally we'd have some of both, but I can work with what I get.
I'm worried though that some of you will be disappointed when the adventure never gives you a reason to use some of those super-duper powers.

Well I outlined my character, still working on the past and vision cards. It's hard to make a character that isn't an uber freak (like some of you) but doesn't come across as immensely boring. Unique without being too unique. Honestly I have no idea how this game works beyond character creation, so...I'm taking a shot in the dark.
