I bet it was either:

1. An anime which wanted to create endearing characters by making them do ridiculously stupid things, and failed. Like Elfen Lied, where all but two characters (one minor, and one not-so-minor but still not a primary character) deserved to die.
OR
2. A comedy one, which played it for laughs. Think Excel Saga.
