A masked is here. So it'd obviously be easy to know what the race of the person is; just not details (unless you look specifically at clothing), or gender.

Well, yes. The mask in its current incarnation does show race, but I was working with the assumption that this was considered for change. Judging by Estarra's post, it was the semantics of the wording she was against rather than the mechanical benefit.
But putting all of that aside, I have no more difficulty accepting an artifact mask that hides your weapons than I do some of the other odd artifacts. At least, as far as the internal consistency of the game world goes. It's not like it's a mundane mask and the only way to get one is to pay a heapload of credits.

honestly, the idea that just wearing a black mask would somehow make people not know who you are is silly.
My friend wore a full size carebear outfit to my wedding. 300 people, half of which I didn't know, one guy is wearin a giant yellow bear suite, and I knew exactly who it was in about 30 seconds. (it was a great surprise and I didn't know he was going to be doing that or anything similar)
My point being, the fact that nobody knows who you are, or the fact that as soon as a person leaves the portal of fates, you know thier full name, is really a minor thing, and if the mask conceals things, it can conceal named weapons, or special weapons as well.

Question--does the mask here conceal your name on loyal denizens as well? So, if you were traveling with your mount, would it show as being loyal to "a masked human" or whatever, and not give your name away?

So, to clarify,
If someone walks in the room with this mask on, can I not attack them if I don't already know who they are? Is it basically "oh hey, that person has a sock over their head. I don't know their name, so I can't tell my brain to do mean things to them"?

Unless you're a good guesser, you should be unable to target the person for any reason. It may not make "IRL sense" because even a shadowy, masked figure has a physical presence and you could strike at them regardless of knowing their identity or not, but the mask has to have a practical purpose after all.

Yes, but note as soon as your mask falls and people will see the true loyalty and the mask falls as soon as you log off.

Well worth the 800cr, now. It's a 'I get to hit you once for free' card, once the masks become common enough. You can still script around it by working your way down a list when attacked.

On that note, an artifact that grants changeself might see interest from those unable to use illusions in conjunction with the mask. Or perhaps a Greater Mask, that allows changeself with the mask effects.

Also a Scented Bauble would be a nice artifact, to protect from scent. Or maybe a Pendant of Instability, that blocks Scent and Mindsense? Cause as it is, Kephera, Illithoids, Psions, and AnyoneWithTotems can pretty much bypass the mask completely if they've got a sharp eye.

At some point, a line has to be drawn. I'd draw it there, myself, but others may have different views. The more foolproofed artifact stealthing gets, the closer we get to the banned Veil. Sure, it might wind up costing more to get all the artifacts necessary, but I'd just as soon eq/balance-using methods of location not be blocked.
