Hug might have a caveat for being a romantic action. I've never had "tell a joke" bring me down, and I don't have Basic Comedy. I have, however, had "give a compliment," "have a profound discussion," and "talk to" bring me down on "talk to," and one of my mentors said to stick to one interaction every two hours, maximum of two.
EDIT: However, I've been told that telling a joke without good skill in Basic Comedy drops the mood of the person you're interacting with.
