It is possible to send a thoughtstealer or other phantasm to someone at say the Pool on Celestia when you're anywhere else on the plane? The person is not within the demesne. So it's an area-wide attack that doesn't require being in the same room or demesne?

I got a thoughtstealer from Dysolis while standing in Munsias demesne.

And I got one at the Pool while Munsia was in her demesne. However, someone at the Pool had it too before I got hit with it, so maybe it can be spread from person to person?

I'm fairly certain you can also be in the adjacent room. The plane wide thing is nonsense. You misread something.

Stolenthoughts by a mage. I got a clear message saying she did it. I thought she was in the room for a moment, but guards never attacked. The only explanations I can think of is that it can be cast from an adjacent room, in the same area, with someone else afflicted in the room, or it's bugged.

It used to be possible to use stolenthoughts area-wide without regard to a demesne. Not sure if that's been changed.

Correct. Stolenthoughts can be used throughout the entire 'local' area.
Stolensight however is buggy and doesn't work for anything but it was bugged and an immediate reply from the oneiroi was given... so we're expecting to have it fixed!!
