Most shops are the sole property of the city/commune. You'd have to talk to the Chancellors, I think. Otherwise, the only shops you can look into are manse shops.

Well shops in Glomdoring are owned by individuals with taxes paid to the commune. Though, since you are a Seren I doubt you'd want a shop in Glom and plus I doubt they'd let you own a shop in Glom anyhow.
