Yes, if anything giving glory to great houses might reduce all of these concerns about people just adopting like crazy. Because really you've nothing to gain, but selecting good people is going to reward you highly. If you reward people for writing personal backgrounds then families would probably start helping each other to write them.
Work with younger members to get them involved and getting favoured, no point in doing it yourself because favours from non-family members are more rewarding to you. Want to get points, that family member doesn't have an honours quest that they could... help them with it?

I got adopted pretty much randomly, though. I think I talked to Saran about once total before getting considered, and only later found that a number of Good Mes'ards drove me crazy, which was why I left the clan. (After dragging Sarin into Talnaras. Bwahaha.)

Yeah, it would give people incentives to not just pick random newbies to get numbers. Granted people will probably get accused of nepotism, but, oh right, we already do anyways .
