It seems likely to me that "mentate" is intended as a Latinate root, which would make it pronounced in three syllables: "men-tah-tay". There is, however, an Anglicized verb "mentate" meaning "to think" which is pronounced "men-tate", two syllables. But I don't think that's the intended pronunciation because that would make it a verb, not a noun.
