Crazy love triangle seems better to me. If Billy will actually turn to level 2 I'd have it but he's stubborn!

Maybe you could try buying the double find rate ramen thing.

Are you doing genjutsu reaper missions? Since tictac is in a gen mission, running gen missions would be more likely to bring him up than running general ones.

I'm not really sure what else to do this season... I'm just going for Sannin before I loop. It doesn't look like I'm going to be able to get the Note this season, not that it's all that important to me (note rush would have been helpful for Sannin, but I doubt that'll be possible). There are a couple other themes I want (Lucky Sevens, Money for Nothing) but there's no way I'm getting them this season.

Also, stock up on smoke bombs, and just escape from the missions you don't want. It helps a bit.

First you track them, which has a difficulty depending on how big a difference in levels you and your target has. Then you fight each other. If you have a note page you can use it right at the beginning of the fight to automatically bingo. Random difficulty checks occur and the number of sucesses = number of damage to hp you do. You can use jutsus for these. Your target will be rolling for the checks too, too see how much damage you take. You do damage first by the way, so if you both have 1 hp left let's say, you would win if you attack.
It's really not hard unless they have that theme that doubles their hp... then you'd better have a note. Or just not fight them after tracking.

You can't, unless you have the Trade bloodline.
