Advisors. Those who look over and review the ideas, listen to the different sides within their city or commune. They hold no sway in a guild, but they listen to the people. When a matter comes up, the people speak to the advisors and put forth what is on their mind about the issue. The people use this as a method of anonymous voice, without fear of people belittling or even fear of not progressing within their guild.
Cause lets face it, special treatment does happen, so why not level the playing field abit?
Let it be either a single advisor, or up to 3, to help put forth issues upon your council or circle. Let them be the voice of the people, and not be entirely restricted to the guild.

There should theoretically in every guild be a leader a person can talk to with complaints. If no such leader exists, there's usually someone who people trust enough to talk to about things. Besides, as Daganev said, what purpose would there be in coding it? Who would appoint it? I think it works just fine when there is that someone that people naturally go to when they have a problem.

Aye, I agree there's no need to set it up for it to work. In Mag we have various representatives that are part of the Council clan and are free to make suggestions brought to them, give opinions, post their own ideas. There's three for each Guild and also Great House representatives. As for Guild issues... that's what people in positions are for, such as undersecs and secs - you ask them and they forward it further if needed or inquire anonymously.
