3 honour a day isn't really steep, I think. 1 at very low honour and 3 at much higher honour would be even better in a sense but 3 at least helps.

You are not forced, but there is certainly pressure to do so. It has been pointed out though.

That's not how the Dekos work, at least not to our knowledge (me or Raflein). We frown on that stuff and vehemently speak against it. Nepotism is a no no. And I HAVE voted against a family member running. If you arent right for the position I'm not going to pick you regardless of who you are.
