I don't think you understand how the system actually works. The admin are probably not going to overhaul it completely.

Plus, if that did get implemented, it would be ridiculously easy for one or two orgs to just lock down a domoth by getting there fast enough.

Make it so that no Domoths are oppisite eachother.
Do not allow Demigods/Ascendants to absolve.
Allow City/Commune governments to absolve any domoth by spending 5000 power.
