Okay, so here's what I think.
You can temper a weapon. I think plenty of people know of this one...
FORGING - TEMPER
Syntax: TEMPER
This will reduce the specified statistic of the weapon by one point.
This is generally only used to prepare a weapon for a Great Rune. Note
that a weapon cannot be tempered if it already has a Great Rune on it.
Every weapon has a minimum below which it cannot be reduced.
I'll be honest, I'm not sure exactly -what- it means, so an explanation on this one would help, but, what if you could do it to shields?
I'm always trying to forge and forge and forge to get a shield for some, keep it at the most balanced stats it can get. I get to things such as 39/37, and if I could at least pull back two points on the cutting, it'd be pretty nice. Granted, having a 40/40 greatshield would probably be good (closest thing I'd seen was a 33/40, maybe a 29/43, but that's it) but the most one could probably pull is something like 37/37 to quite possibly 39/39

Say you make a shield, wanna pull one or two points out of it to balance it out.

Works like the current Temper, taking a point or so on away, so you can finally get a balanced out shield. No adding points to cutting or blunt, but taking it away to go ahead and balance it out to the best it can.
Comments, maybe even alittle feedback or so, is welcome. Just, try not to ream me on this, I'm not exactly the "greatest" forger, and relatively new to this, but feedback is good for understanding.

Why exactly would you like a "balanced" shield? I mean, 40/40 is nice, sure, and 35/35 is better than 40/15. But why would you want to temper down a 39/37 shield into a 37/37 one? It just makes no sense.
As for weapons, they get tempered because if a weapon's sum of stats is too high (463 for one handers if I recall correctly, or 483 - details, doesn't matter here) then it cannot be Great Runed. There aren't any requirements like that for shields so tempering them is pointless.

No, they coded in a skill that actually allows us to rune weapons instead of having to reforge if it's over the statcap.
