I'm pretty much a safe nomination except in the (very unlikely) event of lynch immunity, where no one's a safe vote. I have no nukes so it's not a particularly effective use of a slot, but you saw what happened with Silvanus.

It seems that nukes aren't involved in the security council. I'm leaning towards either double vote, or lynch immunity. Lynch immunity seems OP, but gives us something to think about.

Presumably that's because without a security council, everyone was allowed to use bombs and we hadn't put a ban on it yet. I could be wrong though, it just seems logically plausible.
