Can it be made to were shops that will refuse you service. Do not show up when you -Portal search shops (ware)-

It should act this way at present.

I've had that happen too, I'll see if I can't duplicate it again. But it was basically that the shop was listed and I could enter the manse but I guess the shop perms were more restrictive then the manse perms because it wouldn't sell to me once i was in there.

I'm fairly certain it's happened to me too. When Noola was looking for a pack, I couldn't find any in the city, so I went to the aetherplex and did PORTAL SEARCH SHOPS PACK got a list of shops and at least a couple of em wouldn't serve Noola.
