Could the amount of people needed to ostracize someone from a city or commune be raised?

As a patrician (cr6) 2 cr7s are needed to ostracize- so, could the number for this be raised to 3 (the new majority) or 4.

Three is currently the number reserved for guild officials, I think.

We don't need it raised. It was only put in to begin with cause of Nikua's tantrum in Serenwilde and kicking out every member of leadership and enemying them till Malicia realized what was going on and managed to boot him before he caused anymore damage.

The numbers do need to be bumped up a bit to balance out now (it's no longer a majority to boot the CL, for example).
