It probably should get the same treatment knockdown did. Can't wind someone already winded, and also change it so it can't be done with a strike.

It would -seriously- nerf it if you can't wind someone already winded (as a single wind by itself isn't actually that long). A balance loss cap is much more viable.

A cap doesn't really make sense. And it probably does need that serious nerf. It should slow you down when it procs, but it shouldn't be your entire strategy.

90% of balancelocks happen in group combat. Wind doesn't need a hardcore nerf so that it's useless in 1 on 1 fights, especially for necromancer bonecrushers who need to stack balanceloss in order to sacrifice.

I still don't see why ur'guard particularly need such an unstoppable setup for their insta, where either they mess up and you regain balance for a split second, or you die beyond your ability to do anything.

I'm not sure 20s stun would be enough to pull Harmony's inst-kill

Sure it would be. Assuming you were already using the mantras you'd need to hit ego(not great for combat) and they weren't regenerating health, mana or ego.

You need an AFK victim to die to Harmony's insta. That's about the only way.
Or team with a Psion/Telepath using EgoWhip or MindBurst+PsychicVampirism, respectively, and someone who can drain mana via Succumb/Lash/Amissio/etc., but in a 3v1 why would you bother with it in the first place? Gogo damage kill.
EDIT: On the bright side, Harmony users have a prismatic barrier and instant tumble, both for only 1p each.
