Why on earth would the mod bother giving splash to a Wailmer/Wailord? It's not at all distinctive for that Pokemon. It is with Magikarp and Wynaut. They're both useless pokemon that get stuck with splash that evolve into something substantially different as a reward for putting up with splash.

It sounds to me like the scum are going to be the Pokemon that were completely domesticated. like Pikachu, and meowth. And not the ones that just happen to be used in fights. i.e. the characters that people really connect to, will probably be the scum.
