How about you can buy an artifact, then have someone of whatever trade (tailors for the boots, jewelers for the rings, whatever else...) be able to modify it? (Perhaps if the crafter buys their OWN artifact?)

Just charge it like customization but on steroids. Whilst customization costs 50cr just to change the look of it, charge another 100cr to change it to something else - ie change the main noun.
