It means the admin have seen and recognized the bug and filed it for the appropriate someone to fix and de-bug. Or, at least, that's what I think it means.

It means someone read the report and categorized it as low priority, high priority, quest bug, etc.

Q no. 2: What is the difference between Sustain and Refrain? Which is used for what purposes?

Sustain essentially 'pauses' your song indefinitely, this even carries on through logging out/in. Obviously you don't gain benefits whilst that's going on.

Refrain 'refreshes' your song, so if your song duration is usually max 160 and it's got 10 seconds left, after refraining it'll be at 160 again.

It's a ten percent boost to any sort of experience earned.

1.) Can you "hit and run" for influencing NPCs, or does leaving the room restart a debate? (I am assuming it doesn't, since it seems to drain their ego... but...)

2.) The Kephera hold more territory than old Britain and the USA combined. The only Illithoid turf I found was that one Sith Temple with a couple of denizens in it. Do the Illithoids have not have as many establishments or am I somehow missing them?

(Please do not tell me where they are.)

Basically it came when Shuyin went to Glomdoring. It's a blessing from the Domoth of Death.

To use it, TOUCH and you'll be transported to that village.

You must've missed the prison. There's lots of illithoid there (and they're all in one place, not spread out like the kephera hives).
